The North Texas Municipal Water District will retain Stage 3 water restrictions during the winter months. Collin County residents will be permitted to water their lawns once every other week between November 1st and March 1st. The continued restrictions are a necessity due to the following factors:
- below average rainfall
- falling water levels in the district's water reservoirs
- ongoing prohibition of pumping water from Lake Texoma due to the Zebra Mussel infestation
- key area reservoirs are currently well-below acceptable levels, Jim Chapman Lake, in Delta County sits at less than 30 percent of its capacity, while Lake Lavon, the area's major supply is sitting at less than 50 percent of its capacity which translates to 12 feet low
